A full scale attack by EPA and the Army Corps of Engineers to take control of all water from any source whatsoever is under way. What these agencies are attempting is an end run around water and land rights. These agencies are constructing regulations and fictional jurisdictional control. We cannot depend on our courts or the federal government to reign in and control these agencies as they are both privately owned corporations that masquerade as public service agencies. While congress may express their concerns about the police state actions being constructed, they have no authority or power to dictate what these agencies do under private contract law.
While these agencies may be empowered unlawfully on the federal level, it is YOUR GOVERNOR who opens the door and allows them access inside your state. It is YOUR GOVERNOR who decides which privately owned corporate state agency will contract with these agencies allowing them access. Without this agency to agency corporate contracting…..the EPA, FDA, USDA, and the Army Corps of Engineers have no authority inside the geographical boundaries of your state. After you write to your federal representatives who most likely will ignore your comments, pay a visit to your governor and demand that he or she deny the EPA and the Corps access to your state.
We can stop them right at our state lines but it will require you to get up and do something!

EPA and Corps Clean Water Act Regulations Guidance Comments For The Record
To the Environmental Protection Agency and the Department of the Army, Corps of Engineers
[EPA-HQ-OW-2011-0409; FRL-9300-6]: Info: EPA (206) 553-0163 ALRA (360) 687-3087
To Whom It May Concern Regarding: EPA and Army Corps of Engineers Guidance Federal Register publication Regarding Identification of Waters Protected by the Clean Water Act.
I believe the EPA and Corps of Engineers are moving to seize control of all U.S. waters. Since he who controls the water controls the land, these new slight-of-hand regulations would largely give the EPA and Corps substantial controls over all private and Federal land as well as nearly all waters. The guidance plan will, once finalized, give EPA broader authority to regulate bodies of water that had been the responsibility of state managers.
The EPA’s push for greater reach over Clean Water Act (CWA) jurisdiction amounts to the agency rewriting “two U.S. Supreme Court cases,” while the agency is ignoring concerns of Congress.
EPA and the Corps have attempted to make an end run around two Supreme Court decisions that limited their authority under the CWA by issuing a draft Guidance document giving field staff a plethora of approaches to make jurisdictional determinations.
Through vague definitions and broad interpretations laid out in this draft Guidance, EPA and Corps have once again shown little regard for the practical implications of their actions or the intent of Congress.
The Guidance is a clear threat to property rights, allowing EPA and the Army Corps of Engineers unprecedented control over all U.S. waters and therefore nearly all land.
This is a direct hit on the private property rights of farmers, ranchers, miners, loggers and especially local communities whose economic ecosystem is under attack by these new regulations (Guidance). If approved, this Guidance will lead to the bankruptcy of landowners, builders, farmers, ranchers and all others who must use the land for food and fiber.
Over 150 Members of Congress have signed a letter saying this push to super water regulation is a vast overreach by the EPA and the Corps. Every landowner should call their Congressman and Senators at (202) 224-3121 to express their concerns over this extreme power grab.
While the EPA and the Corps may claim that the Guidance is legally nonbinding, the truth is the Administration has defined regulatory terms that will ultimately lead to over-regulation and intrusion into individual and states’ rights.
Once again the EPA is trying to broaden its jurisdiction without authority to do so. Changes to the regulatory scheme of the Clean Water Act should be done through a transparent notice and rule-making or legislative action, not vague definitions and broad interpretations that empower EPA and Corps officials with informal and ambiguous controls over private lands and uses of Federal lands.
Below are additional concerns and comments regarding the EPA and Corps Guidance. The EPA and Corps Guidance have little to do with clean water and are mostly about land use control.
I agree with the comments above. I know I can cross out any I may not agree with. Please allow these comments to be submitted for the official record of the EPA and Corps Regulatory Guidance and include my personalized comments and responses to the listed statements below in the record. Please consider a photocopy of this document as valid as the original.

Dear Private Property and Multiple-Use Advocate:
You must send your comments in immediately in the enclosed envelope. ALRA will hand deliver your comments to the EPA and Corps no matter how you answer regarding the statements below. It is your opinion the EPA and Corps are seeking with this process.
It is imperative that you act now. The EPA-Corps Guidance may be the biggest threat to property rights yet. The EPA and Corps are trying to overturn two U.S. Supreme Court decisions using the new Guidance to define those decisions away and give massive jurisdiction back to the Corps of Engineers and EPA.
The EPA and Corps plan to overturn the Rapanos and SWANCC Supreme Court Decisions of 2006 and 2001. That would give the Corps of Engineers and EPA jurisdiction over nearly all private and Federal land and get Corps and EPA jurisdiction back to where it was before the Supreme Court limited that jurisdiction to navigable waters.
You must fight to keep the EPA and Corps out of your backyard. The EPA and Corps Guidance would give federal agencies almost unlimited control over your land, your water and that of all your neighbors.
Please send your Comments in quickly. Do not put it off. Tomorrow may be too late. The EPA and Corps are trying to ram these new regulations through before people like you realize how dangerous they are.
Alert — Be aware of the legal concept called “laches” or “sleeping on your rights.” You may lose future legal rights later if you fail to comment on the proposed EPA and Corps Guidance. Please send this document and possibly a letter opposing the EPA-Corps Guidance. It can be as short as one page or longer.
In the next section you will see a series of statements about the EPA-Corps Guidance. American Land Rights agrees with all the statements but you don’t have to. Below is a New Comment Questionnaire for you to fill out and mail back in the enclosed envelope.
This Comment Questionnaire is about helping you get your Comments to the EPA and Corps. They want to know what you think. It is critical that you write your responses to the statements with your opinion and not what you think we would want you to write. You are free to disagree with us. You can add comments to each statement or change the statements to fit your preference. (Over)

If you liked what the EPA let BP do to the GOM, you will love this. If you like the fact that the Army corps of Engineers intentionally kept the dams full in preparation for this suimmer’s run-off of the heaviest recorded snow-fall in 80 years, you would really appreciate their future management at gunpoint of all waterways.

yes sir the state governments need to come to grips with the fact they are responsable for what happens within there state. this needs to be stopped and the only way it is going to stop is for the people to stand up and say no…prefferably with peacefull means. i prey it does not go beyond that need. but stand up we must do, “We must all hang together, or, assuredly, we shall all hang separately.” Benjamin Franklin at the signing of the Declaration of Independence, July 4, 1776

After each rainfall, 10 million, or more, newly hired and federally funded law enforcement agents will fan out across the land to measure the volume of rain in barrels under every roof. They will also take readings from tens of thousands of newly implanted flow meters on every crick, stream, river and lake. They will send their reports to a central mainframe that will assess each roof and steam tax liability and apply that to the IRS annual collection roll. This will be funded by additional loans from the Federal Reserve and, perhaps, China. Derived tax income will be allocated to foreign aid and/or imperialist ventures and the construction of a fully automated digital rain fall sensor system, thus freeing up the 10 million federal agents to suppress anticipated civil strife. Federal control of all water will add sufficient increased tax burden on the population that people will be forced to cut back on other essential life staples, thus causing a depression spiraling into chaos in the streets.

Will Enough of Us Refuse?
Living without the bonds of TV affords me the luxury of having time to read. As my third book this month, I happened to pick the Leon Uris novel, QB VII, written in the 1970s, when there was still something to be proud about in America, and when there were still enough people around who could remember the horrors of WWII.
The story takes place in post-WWII England, and is about a libel suit brought by a Polish Nationalist doctor (Kelno), a former POW in Jadwiga concentration camp, against a Jewish-American author (Cady) who names him as performing surgeries for German doctors who were experimenting on Jewish prisoners.
This is part of the opening statement made by the defense attorney (for Cady) in the British courtroom:
“ “Well, as a matter of fact there were some Germans, soldiers, officers, priests, doctors, and ordinary civilians who refused to obey these orders and said, ‘I am not going to do this because I would not like to live and have this on my conscience. I’m not going to push them into gas chambers, and then say later I was under orders and justify it by saying that they were going to be pushed in by someone anyhow and I can’t stop it and other people will push them more cruelly. Therefore, it’s in their best interest that I shove them in gently.’ You see, the trouble was, not enough of these people refused.” 1”
When my tears subsided I thought, what an amazing time to be reading this. How appropriate to what is happening in our country now.
Day after day we see headlines about the indignities suffered by air travelers at the hands of TSA agents who are content to place their hands on the genitals of passengers of no matter what ages for their daily ration of bread (read: HFCS, MSG, GMO, etc.). And still the passengers line up for the privilege of being “man-handled” so that they can get to grandma’s house or their next business meeting a little faster instead of saying, “I am a free American and you may NOT touch me without cause,” or even, “I will not ride your airplane if I must be accosted so.”
Day after day we see headlines about some police officer tazering an elderly citizen for asking a question, or throwing the occupant of a wheelchair to the ground to prove that he is handicapped… or killing a veteran for having a gun in his own home. And still we say, “Yes, sir” to the police and skulk away in fear, instead of saying, “Don’t do that to this person!”
Day after day we see headlines about what a potential criminal/terrorist — someone to be suspected regardless of their actions — is the person who cites the U.S. Constitution to affirm their rights, or likes a certain political candidate, or has served his or her country in the military, or just wants to be left alone by “the system”, or has the audacity to disagree with the current administration — or who asks for acknowledgement of the truth instead of ridicule on a point of fact. And still we say, “Thank goodness you’re taking care of my safety and security, because I don’t want to get my hands dirty,” instead of saying, “I have a right to my opinion, to think my own thoughts.”
Day after day we see headlines about the millions cheated out of their homes, loosing their jobs, forced to beg the government for poisoned food that will make their children imbeciles compared to who they could have been so that those who control the money can amass more and more for themselves, reaching orgasm at the thought of how much they have attained and how they can hold the “cattle” as slaves. And still we say, “Thank you for the job as a hamburger flipper so that I can pay you most of my wages in taxes,” instead of saying, “I will take care of my money myself.”
Stand up. Don’t let them grope you. Don’t let them go through your car at a warrant-less checkpoint. Don’t let them search your home without cause or due process. Don’t let them control your money. TPTB’s philosophy is, if you don’t complain, nothing is wrong. Start complaining. Start deciding that you won’t allow yourself — or others — to be treated this way.
We are at the proverbial “slippery slope”. From here it will be easy to fall into the same state as was controlled by the German nazis. The slogan of the time was, “Never Forget!” But TPTB are doing everything possible — dumbing us down, directing thought — to make us forget so that they can use the same tactics unencumbered by the ghosts of the slaughtered. Don’t allow us and our children to be next. Those who forget history are doomed to repeat it. Just make sure the history you remember is the truth.
Aldus Huxley is quoted as saying (paraphrased) that the ideal situation is one in which the slave is contented with his enslavement. You are an accomplice to your own enslavement. Stop being contented. Stop rationalizing your own enslavement as the best you can hope for.
TPTB know that if you don’t resist, you are theirs to exploit in any way they see fit. Stop complying. Imagine what would happen to TPTB if we all just said, “hell, no” — no matter how gently they grab our balls.
Through our website, placeofrefuge2012.com, we talk to far too many docile, I-have-a-million-reasons-not-to-take-action kind of people. The time to stand up is now, not as they close the gas chamber door behind you. No football game, airline flight, bus trip, concert, prom, no job, no social group is worth your human dignity — nor your freedom. Spread the word that we are enslaved by our own volition — and that it doesn’t have to be so. Stop complying now with that which is, at its essence, wrong. There is no excuse.
“ …You see, the trouble was, not enough of these people refused.”2 ”

This is a joke of course. I mean you trying to stop it.
You, JOHN DOE, the name on your “deed” are a trust. A corporation created at birth to handle the legal details of the living man (john doe)
Allodial freehold is not permitted in the United States Corporation. The corporation owns all property. Citizens (trusts) are merely permitted use of property.
If the corporation decides to restrict usage, then they can do what they want.
The problem is that (john doe), being a slave and not knowing they are a slave, becomes angry when they find out how the system works.
(john doe) has never been free, has never owned property and has never had “civil rights” There are no rights under corporate ownership.
Sorry

There are no limits to what the feds may do, and there is no question but that they will be ruled legitimate by the courts. I don’t see how they would listen to the American people even if they unanimously protested. After all, NAFTA was opposed by 80% of the people and it was passed; the bank bailout was opposed by 80% of the people and it was done. Would they have desisted if 90% had opposed these? They laugh at us because they know the electoral fraud is complete and there is no chance whatsoever of voting any of them out of office. It’s way past the point where the people have any control whatsoever.

Look it’s too obvious by now to see the EPA sold out on America long ago. They aren’t out to protect the environment. They are out to do dirty deeds and line their pockets with cash even at the cost of human life if necessary.
Wasn’t it Christine Todd Whitman(In charge of EPA) who told 1st responders at ground zero, at the direction of Condisleeza Rice(a traitor to the US), that air quality was safe after 911? Wasn’t it her knowingly concealing the truth about the hazardous air that condemned 1st responders to death? Those towers were full of asbestos which coated all the beams. When the demo charges blew out the support columns, all that asbestos had to go somewhere! The fire department had issued its 3rd and final waiver to the towers to have it removed.
So tell me again how they care for us and listen to our opinion. The fire department knew, EPA HAD TO KNOW OR AT LEAST FOUND OUT YET THEY LIE TO GOOD PEOPLE WHO VOLUNTEERED THEIR TIME/LIVES JUST TO HELP OUT A FELLOW MAN AND THESE JERKS TELL THEM THEY DONT HAVE TO WEAR MASKS. AND THEY THE PAID OFF JUDGE ACQUITS C.T.WHITMAN ON THE CHARGES !!! There will be a major increase of respiratory failure for the poor people living in Manhattan for many years to come.
IF THEY WANT THE WATER, THEY’LL GET IT. PREPARE FOR ARMED CONFLICTS ACROSS THIS NATION WHEN THEY IMPLEMENT THIS LITTLE GOUGE

This action by these agencies is the result of congress moving the CLEAR Act which seizes control of all water from any source under the term “waters of America”. This is puddles in your yard, rain off your roof, and dried up lake beds where water used to be.
As the CLEAR Act was exposed for the land grab and water control for sale to privatizers that it was, the bill was quietly moved over to the EPA to implement by regulation, just like they did with Cap & Trade which could not pass and be codified into public law……they just ship it over to one of their corporate private agencies who then implement under rules and regulations which is in reality..law making.
In addition to the theft of water and land, all permits for mining, drilling whether inland, coastline or in open US waters would now be controlled totally by EPA.
